Yes, my EQ on CUSTOM1 on the far 2 right treble bands are pretty high. My car does not have a factory built in amp.

I updated the original post, if I change the EQ to flat, the hiss (faint white noise) goes away while I have the source muted/paused. My car (2011 Impreza) has a HU Chassis ground as well as a ground that's wired into the wire harness (I'm using both).

Pioneer AVH line won't do you wrong.

My Pioneer AVH-P4000DVD did just fine off a 2.5 external HD. Only problem is it has a 500 limit on the # of directories. So I sold it and am waiting on the Pioneer AVH-P4300DVD to come in the mail (Can be had off ebay right now for ~$350)
