The water never stops flowing to a water tower. However, the fire department reported that there was only one source going to the towers. If there were the required 2 sources, then water would have flowed to over half the hydrants.
If the source going to the towers can deliver more than the towers draw (you said a 36" pipe, which can flow 17,000GPM), then there is no supply shortage to the towers.
How many towers feed the area in question (ask your fire chief friend)?
How many hoses were they running (ask your fire chief friend)?
How many buildings had burned and the water was just freely flowing from their feeds (ask your fire chief friend)?

So, the number of hydrants is VERY important.
If you can only feed 1,000GPM to the tower, it WILL run dry if the draw exceeds 1,000 GPM.
So how many towers in that area of the fires? I had read three, but that seems low.
