When?

He said that the nuclear documents they found were planted. No one ever said they found nuclear-related documents.

He also claimed no one was allowed to watch the raid, but his attorney said the Trumps watched it all on CCTV.
Maybe he thought they were watching a movie? “This is fun! Can I have some popcorn and a KitKat mommy?”

I’m having trouble seeing what Trump did that was actually illegal, yet, when it comes to documents.

Removing clssdified documents without declassifying them is a legal no-no.
Declassification is more than just an attorney saying “He said the documents were no longer classified”.

No list of documents taken was released, but he declares the nuclear issue a “hoax” and suggests planted evidence.
