Yes it was certainly worse than a bikini at a beach. 1) They don't wear pasties at the beach. 2) Their bottoms aren't stuffed with dollar bills at the beach. 3) Presumably attendees were stuffing those dollar bills in that thong, perhaps even the ~5 year old participant.

That child is so young that they won't remember this. I don't see anything criminal happening. Immoral IMO yes, criminal no. I don't know how this could be prevented from happening.

I remember things from when I was 5. My kids remember pre-school and Kindergarten. I can think of all sorts of ways this could have been prevented. Staff could have said no kids. Parents could have left. Dancer could pased on dancing with kid. Instead the State of Florida will be stepping in to prevent it from happening in the future.
