zx2500 and orion 2500d question

ok i currently got two 12" L7's hooked up to an orion 2500d, and the gain is set correctly but the gain knob has to be at least 3/4 of the way up in order for it to sound "loud". But with the kicker zx2500, i only turn up the gain like 1/4 of the way up and it hits way harder than with the orion, what would be the reasoning behind this?

how sensitive each amplifier is to the input voltage-

the kicker is "expecting" higher voltage pre-outs to be used with it
