Why do the scammers on this site not get banned??

I'm just curious as to why some people who are just make annoying posts get banned but people who scam others on this site are allowed to stay here and post freely?

one of the biggest ones i can remember and he never got banned!

if they do get banned they will probably just make a new ip add and do it all over again.

who gives a **** ban em anyway... that or stop banning people for no reason that oculd do the same shit. durr? if i were a mod this would actually be a descent car audio site rather than a ****, place to get scammed alot/ and time wasting site for alot of people. i dont have much contact with this site anymore cause im afraid ill get a virus or something from a post by someone or something.
