which 12's would get loudest?

ok so what i am trying to achieve here is to get loud as possible but also be able to get as low as possible. a sundown 1500d will be my power for now but will be a 3000d in the future. so with that said which subs would get loudest off the power i already have but also withstand 3k rms when i get it? subs chosen were also within budget. thx for the help and input!
