After fighting many violent wars, countries and organizations found out the best way to control people is to use the medical system to do so. People expect doctors to help them, they'd never expect a thing such as medical tyranny. People fight back against kinetic ground wars, because it's obvious what's going on. It's not so obvious when large corporations partner with American enemies of the state to hijack our medical system.
