weird noise\popping issue.....(searched)

I have tested all grounds with an ohm meter and its perfect(.02ohm) power at all amps is 14.5v, happens with the car running or not. also tried running new rca's to sub amps away from other rca's, still does it. It fried the sub out channel on my last radio and does it on any other head unit I put in.
