It depends. Ive never had to do it yet, never had a GF for more than a couple months, but I'd say it would be a seat of your pants guess kina decision.

If it's a significant other then *** shouldn't be an issue either way. Flowers are far more effective gifts when it's not a holiday or you haven't done anything wrong. I don't know if the dude you're with will appreciate them as much if it's on the 14th.
