theres 10x less people on at this time of night. Up until midnight this place doesn't stop moving.

It's for "maintence" you tard.

It happens every night/morning at 2:20am, sometimes lasts for 20 minutes, sometimes it's impossible to load a page until 4am or later.

I really doubt this site requires daily maintenance that lasts all night every night. No other message board I go to needs such a thing.

The most likely scenario is this board is leasing space on a server that is heavily populated by European sites. It may be the middle of the night here, but on the other side of the world its prime time. Ive seen other boards experience the same thing, server grinding to a halt every night. Difference was, they switched servers and the problem disappeared. This site's owner/coordinator/whatever doesn't seem to mind that the server population drops, drastically, every night. Site get paid via advertising. Advertising is charged according to how busy your site is. The busier your site, the more money companies are willing to pay you to advertise there. So in reality, the site owner is hurting himself.
