A few of the box vids show a peak in the 40hz range, I assume thats what your talking about?
But, to answer the Q, no... very rarely does a box get tuned to 40hz, let alone past 40hz... it would have to be very application specific.

Most of the boxes are tuned from 28-38hz, it really depends on the requirements of the space/woofer.

By no means are they fart boxes... I suppose they get that rep because they put up a nice number, which is normally attributed to fart boxes.

I guess I got you mixed up with someone else. I know someone that builds a lot of boxes on some forum tunes most of them over 40hz- just don't remember who
