Didn't know you could have a non smart dimension in a sketch...Only 'smart' dimensions make it parametric.
edit: and i'll help your argument.... its not dimensions that would make it a model. You can draw a 3d model that has no specified dimensions. Just start a sketch, draw a closed region, and extrude it. Viola, no dimensions, but a 3d model. What makes a 'model' a 'model' is the computing that goes into creating the solid region. As I said before, old 3d drawing was wire-frames and 2-dimensional surfaces applied to them. They had dimensions, they had 3d aspects to them, but they were not a solid model.

Though looking up the definition of model almost any drawing coudl be considered a model...
