Scammed online

It has never happened to me thank god but what can you do if it does happen. Can you do anything legally? I see alot of people getting scammed on here so I just wondered if they could do anything to get there money back or prosecute the scammer?

i got, got for 550.00... i took money out of my checking/visa card threw my bank put it in my paypal.... paypall didnt due shit.. i just wasted time with them..... i called my bank and tould them about the situation.. and i got 400.00 back cause i had allready had 150.00 in my paypal.. witch i never got back due to paypal ******* so mutch *** on people scamming people with paypal...

I sent a return and was promised a new set or refund on ebay.

I got nothing so i filed a claim.

Paypal got $200 of my $280 because the seller didn't have the funds in his account //content.invisioncic.com/y282845/emoticons/confused.gif.e820e0216602db4765798ac39d28caa9.gif

Ok but if the other person has nothing in there account does that mean you cant get anything? Do they not have a way to file charges against the other person?
