ripping to MP3 ?

Rip it to wav & see if it sounds significantly different (that is, significantly different than the 192 cbr or -aps or -ape VBR settings) You probably just have it set on something like 64 - 112kbs. Is this the only CD that does this?

no no. i havent even ripped it yet. the highs are extremely low on the original cd.

not the tweets. i figured it was just the recording. somebody else has gotta have incesticide here...can some1 confirm this 4 me? ah well, what im really worried about is what i can do about it. is there any way to raise the highs? or like normalize everything?

 
As far as the "highs", doesn't really sound as bad as you made it out to be...what are you expecting?

I guess a simple treble boost may be what you're looking for...but I'm usually against any kind of "boosting".

Ask the band to remaster the CD for you...

well the whole cd overall is pretty low, but some songs are a little worse than others. and dive was 1 of the "better" ones. but like siver, for instance, is low, and has extremely high bass that totally drownds out the highs. it sux.
