For those who need more info, here's a link to the specs on the IXL-18. Please note this is a single 4 Ohm voice coil and not a dual 2 Ohm.

As a single coil sub, does it still take 1000rms? What size enclosure works best for it? Is that the shipped price?

Yes, it is rated for 1000 watts RMS.

It is a big box driver - 6+ cubes tuned to 30Hz and will dig deep.
