Try soundstream. They make a 4" coil

Wait. RE told me they couldn't currently recone a 4" sub, but the 'destroyer' that's being custom made is a 4" coil....

David just made that 9918 with a 4" coil, pretty sure someone else is getting a mofo with 4" coils reconed by them.It is possible if you talk to the right person

For the TC 9 I thought they had to do some custom mods. to it (like the SEXXX) to get the coil to fit, but I am not positive on this.

Might be a business decision to do with parts availability/inventory. If they don't have many in stock, and they need what they have in stock, then they aren't going to waste them on reconing some other brand's sub for "some guy".

Not promising that's the reason...just pointing out that there may be valid reasons why they can't do it for you at the moment.
