Steel wool does still scratch glass. You don't want to use it even if it's very fine (such as XXXX grade as you said), because it still marrs the paint. A claybar is all you should need.no touch auto glass stripper and 4/O steel wool. Doesnt scratch glass and takes the spots out.
Its calcium build-up. I did mine in stages. 800 all the way up to 3000. Made a world of difference in the night, but i ended up tinting my lenses..Its not condensation in most cases (which is on the inside of the lens), many recent cars come with clear plastic headlight lenses that discolour from exposure to the sun over a few years.
That can be cleaned off, but its a real b!tch.
