Problems downloading DirectX...

I'm in the process of installing all the software to use my Rock Band drums on my PC, but I'm having some problems. First, I had an error, on the software creators website is said I need to update my DirectX. This is where I am having problems. I double click the .exe file, accept the agreement, and then it says "Cannot download files, try later or check your internet connection". My connection is fine.

Here is a list of things I have tried:

1. Reboot of router, modem, and computer

2. Tried redownloading the update

3. Turned off antivirus

4. Tried the download center

5. Bypass router

6. Try a different computer

I can't get anything to work, this is pissing me off. It shouldn't be this hard to install one thing. I'm running XP SP3 32 bit.

Well shit, I wanted to get this done tonight, I'm going hunting tomorrow and won't have a chance.

That told me all of the out of date drivers I had, but won't fix them unless I pay for the program.
