power and ground?

Ok, i bought on of those neon sticks awhile ago,one of those ones that stick into the cig lighter, and it never would stay in the cig lighter spot so it has just been collecting dust for awhile.

The other day i decided to install the neon, but to a toggle switch. I Have to wait a few days to do it since my garage is a mess so in the mean time i figure id be totaly sure what im doing. there is one wire they was connected to the metal piece that goes into the lighter and there was another one that was connected to the metal on the sides.

which is the power and which is the ground. im pretty sure i know which is which but better to be safe right?
