Political Science people here or anyone good with the Law?*12 hrs left to fix essay*

I have a 7 page report due in exactly 13 hours from now.

Here's my problem.

I've written about 5 pages already when I found out something that really made my day.

First of all, my topic is on: "Ban the usage of hand-held phones while driving for the state of Oregon".

However, when I went to this website:

And I looked up the state "Oregon", I found something interesting.

A new bill enacted in Jan 2002 forbids the local governments from implementing their own cell phone ban.

What exactly does that mean? There is a law in the state of Oregon that says there can't be a law that bans the usage of cell phones while driving?

If so, what should I do? I've written a proposal on the ban of cell-phone usage while driving, when I find out there is a law saying it can't be done...

 
Act like you never saw that and finish your report.
I have to do a 15 minute oral presentation using power point next week on this topic.

I'm pretty sure there are some smart people in that class that will probably ask how Oregon legislators are going to pass this law when there is already a law that says it can't be passed.

Please help me guys!

 
What does the law say, that a local gov't can't ban cell phones or that they can'tlimit their use?? Could be 2 diferent things.



This page lists those countries that have banned the use of a cell phone when driving unless used with some form of hands-free kit.

I am pretty sure it's saying legislators can't pass a law that bans the usage of cell phones while driving.

They must really like their cell phones.

 
Can you not make it theoretical? You could write it saying that it should and why but also state the fact that it is illegal for the state to enact the ban. Would that work or does it have to be real and something that could actually happen.

 
I'm pretty sure it means that they cannot change or manipulate the law the state set in any way. THey have to follow the law that the state set and cannot do anything about it. Some states allow local governments to modify certain laws, but that is one that is not allowed to be deviated from. hope that helps. Oh and this is my first post.

So where does that leave me? I'm pretty much screwed with this proposal in my report?

With less then 12 hours left to write a 7 page report, I wonder if I'll pull it off if I change my topic to the problems with the growing obesity rate in America.

Blah. Changing topics would be such a pain

 
were you told to do Oregon, or did you chose to do this, because if not then you could just find all instances of OREGON and change them to bum**** and the paper would be correct


The assignment was to basically write a 7 page report addressing an issue and make recommendations for the issue.

I chose the problem with hand-cell phones being used while driving. My recommendations was a proposal to the state legislators to pass a law banning the usage of hand-helds phones while driving.

The other part of my project is to give a 7-15 minute power point presentation to the class. Hence, my other recommendations for the class are other ways to use cell-phones. One example will be, the students should use "blue-tooth".

Another recommendation example I would use is for them to take the bus or max to get from Point A to Point B if they are so eager to get there "work" done over the phone and not "waste time".

If I change the state, my oral presentation would be pointless for the class because we all live in Oregon.

It would be hard for the class to relate to the topic if the proposal is to ban it in another state.

I've been doing some more thinking, and I don't know if it's such a good idea to even have this law in Oregon if we could because our freeways are only 2-4 lanes anyway.

The state of California and New York and some other one are the only states that have a "FULL BAN" on the usage of hand-held cell phones while driving and I think this makes more sense for them because there are far more cars on the roads in those states than other states.

 
The way that I read this, the state bill was enacted so that local governments (ie different cities) don't pass their own laws regarding the banning of cell phone usage. So, for a ban to take place it a state wide bill would need to be passed.

When you think about this it does make sense, it would be impossible to know from city to city where it is and where it isn't illegal to use your phone in your car.

So I think that your paper/presentation is still valid, no need to panic.

I did some more reading and you're right!

My paper is still valid!

Ban usage of hand-held cell phones while driving for the entire state of Oregon!!

The bad news is, after writing my paper, I no longer believe it should be banned lol.

The police could barely enforce the usage of the blinker on a car when changing lanes. Except that one time I got pulled over for running two red lights and not using my blinker at three turns.

Other then that, I've seen so many freaken cars change lanes in front of a cop not using their blinkers. The cops don't really do crap.
