Yes, you control everything on a DSLR that you'd control on an SLR or medium/large format camera (although those are quite different). The only difference is that your darkroom instead of being a physical dark room with various chemicals is now Photoshop.
Photoshopping to me seems like such a lie when it comes to photography. Like if you couldn't capture it with film,the conditions, equipment, and developing; why change the photo? At least when your going for an art piece (not commercial work).

Taking a photo and getting it printed at CVS isn't photography. Everything (well, most things) that you can do in photoshop, you can do in a darkroom.

If your photos aren't good without a border, then they won't be good with them. But if you must know, Edit > Border in photoshop.

Yep, you can do all of the basic and important functions of Photoshop in a darkroom (saturation, contrast, etc). What you can't do are things like grain reduction, selective blurring and selective color replacement.
 
I have some on my other computer from when I had my SLR Sony camera working right. Have had so many problems with it, but it does take nice pictures, however I am no expert and spent way to much on the camera.

I just went out and got a point and shoot Panasonic FS3 8.0mp camera and is extremely nice for under 200 dollars for my step daughters birthday. I will be using this most of the time being it holds up. I have had bad luck with cameras. Yep, and now I have to go get another camera for her, lawlers!
