Only gettings 13.0 volts idle to my amp, how do I imrpove that?

yeah man 8 guage is not letting the power travel fast enough, gotta run at least 4 guage, preferrably some 1/0 kicker hyperflex (thats what I like to use). Any brand that uses over 4500 strands with their 1/0 wire.

 
I have an RD 1750.1 for the amp, and an Alpine PDX 4.100 for the speakers. I could run 1/0 gauge, would a battery upgrade be worth it?
Try the wire first. Just use 1/0 or 2/0 welding cable. If voltage is still bad then add an alt or batts (2 group34). If one doesn't work then do the other. Your big3 should be in at least 1/0.

Most of your drop is from the wire from + batt to the amp. If you are running 8ga to that amp then i'm not surprised you are getting a 0.8+v drop to the amp. 1/0 should make it less than .1.
