My theory is it's all about your brain. Now we know that your bass isn't actually softer and weaker when it's louder, I just think your brain thinks it is. You brain has less to interpret at lower volume levels so the bass comes across louder, because percentage-wise versus the mids and highs it is and it's just easier to hear the bass. But as you increase the volume the mids and highs increase enough that your brain has trouble deciphering it all. I'm sure there are other reasons, possibly even related. But this is just one of my theories.
