No power at HU

First time poster!

I am attempting to install a Hu in my car to replace the one that was stolen last year.

I cannot get any HU (tried three) to power up. Using a digital volt meter I discovered that there is no power coming from my ACC wire (grey on my 1989 Toyota Carolla). All fuses are fine , 7.5A (replaced even though they looked fine) both in the engine bay and kick panel fuse boxes. I had spliced into my cig. lighter ACC wire and I get a reading at the HU wiring harness before attaching to HU (I don't seem to register any reading for the memory wire though - would this affect the ACC power). Even though I get a reading here the HU fails to turn on. I tried two of these HU's on another vehicle and they work.

This is very frustrating and makes no sense to me! Any suggestions is greatly appreciated.
