New XS Power D3100, concerned about low resting voltage

Okay so I just bought a brand spanking new XS Power D3100 from crutchfeild.com, and I checked the voltage and its sitting at 12.2-12.3, I assumed that It would be low due to discharge, but 12.2 is a little scarey. Should I be concerned, or should I go ahead and buy a charger?

If I can just charge it, what charger would you recommend, cheap is best
