I do not think they have an express desire to fight, per se, but it is quite obvious that they care abo****ely nothing about what the rest of the world thinks about their actions.

If some guy walked up to one of you guys face to face and said "get rid fo yuor gun or i am going to shoot you" you are nto goign to get rid of it, you are going to get a bigger one so you can go back and say "f**k you"

im not saying they shouldnt develop thier own program but i am saying that secret laucnhes in the direction of another country is not a very smart idea its something that can easily be taken as an aggressive act . then what happens i launch cause i thought you launched then my friends launch etc etc. that doesnt need to happen a simple memo would have been enough. something along the lines of....
