okay so some of u guys know the package was sent "return to shipper" prematurely than regular schedule. So it gets BACK to the sender, and he says he cannot send my product BACK because a hold on the funds in my paypal account. Now WHO would send out a product WITHOUT WINDRAWING OR RECEIVING PAYMENT!?!??!?!?!?! Im not smart but i like to think this guy is not dumb enough to not have money in hand before shipping off equipment. How do I go about getting my money back?

call paypal and get ur money back and let him know ur doing this and get ahold of the cops.

did you pay with paypal through your bank account??? sometimes it takes a few days to clear the funds. maybe he didn't notice that the payment didn't clear before he sent it so he requested a return to sender until the funds clear??? I dunno, my only guess...
