Do you have to get boardwalk and parkplace both on the same cup to win?

they do that purposly especially with the higher game pieces, esp. boardwalk/park place (considering they offer the most money) they generate a lot of one peice, and barly any of the others.. its the marketing scheme, people get parkplace and say (OMG I NEED TO GET MORE FOOD FOR BOARDWALK) and they dont get it
