Could I use those to get on to the ner wirlessly on a tower (regualr computer not laptop)?

the notebook adapter will only work on a laptop. and for the ethernet router that regular computer will have to be connected to the router via ethernet cable.

yes. you will need an ethernet cable for the router. it wont give a wireless signal out.
