140*0.03 should give you $4.20.

That's actually inaccurate, but close nonetheless. Try now subtracting 3% from 144.20, you get less than 140. To get an accurate calculation, divide by the percentage that your base price is out of the total cost. 140 = 97%, because after you subtract that 3%, leaving you with 97% left, you want it to = 140, right? So just divide 140 by .97, gives you 144.33

again, its close, but not quite, and there are some circumstances where it will matter more than being a couple tenths of a unit off

I'm all for justice but, I am also for picking your battles. This doesn't look like one that is worth fighting. If you think it is, clearly you need to tell it to a moderator, or report it to paypal.
