rc car whats wrong wit it son

all iknow is that it wont start. it seems to be missing a part on the rear left wheel that causes the wheel to be loose. It was my brothers and has been sitting in the garage for a few years doing nothing so if you know how to repair them it probably would not be very difficult to get it up and running. Its entirely possible it will even start up, but i dont wanna spend money on fuel to find out. Ill negotiate with price a little because of all this. Im mostly trying to get alot of this stuff out of the house with out tossing it in the trash.
