That means 3 out of every 100 transactions something was less-than-wonderful for one party or the other. Personally I won't buy from a seller with lower than 98.5% and for under 99% it has to be something I want badly that isn't available anywhere else. Maybe my being so picky is why I've never been burnt on eBay.
