A radio signal isn't the best source signal, so it's going to sound a lot worse at higher volumes than a more reliable source, like the AUX in.

But still. 30 out of 40? Is that not kinda low? Or should I NOT be able to turn it all the way up or close to.

 
most HU's go up to 80% before they start clipping but it still can depend on the speaker itself and how much power you put to it... too much/too little

QFT. Most amplifier manufacturers recommend not exceeding 75% max volume when setting gains, to make sure the point of distortion is not met or exceeded.

And, 30 / 40 = 0.75, so 75%
