I have researched this quite a bit along with other such things, so far nothing has been proven but there are rumors of it snowing in summer on other continents while haarp was powered on. There are other miniature versions all over, russia has one also. Scary stuff if it is being tested as a weapon. Although it would be a huge advantage to make it pour or snow and hail on enemy territory. Would set them back quite a bit. I believe there was one located near camp hero and was tested by them.
