i was told that the IRS would be accepting tax papers and payments, but will not be issuing any refunds

so if the federal government is shutdown, it should be no federal sales tax or earned income tax right? I don't think we should be paying for any taxes while they are shut down.

There are exempt employees and non-exempt employees. Exempt employees will still work.
