Chevy HHR's have a built in PCM that doesnt allow the voltage to go over 12.4 unless its for short periods of time.

This module allows you to go well above that up to 15.3 volts.

basically the computer in your car tells your alty what voltage to put out. It generally tries to keep the voltage around 12.7 to keep the alty nice and cool.... this overrides that to boost the voltage up to 15+ volts.
