You should be able to format it to fat32
There no option to do it in windows... Also I believe fat32 max storage space is 32gb.

You can also use a program called fat32format, Google search for fat32format.zip and you should find it. The theoretical limit of fat32 is 8TB according to Microsoft:

"The maximum disk size is approximately 8 terabytes when you take into account the following variables: The maximum possible number of clusters on a FAT32 volume is 268,435,445, and there is a maximum of 32 KB per cluster, along with the space required for the file allocation table (FAT)."

The program mentions above needs to be run from a DOS commend prompt but is very quick compared to the HP tool.

I have formatted my 2TB usb external drive as fat32. The 32GB limit is a limit imposed by the OS not the fat32 format
