How he did it the first time was first person to be drawn 3 times got first prize, second person to be drawn 3 times got second prize and in this case, that would probably apply to third prize as well.

Some clarifications on the rules...

The first person to get drawn 3 times, will get to select what prize he/she wants. After the first winner has been determined, all the names that have already been drawn, will be carried over. Each time a name is drawn, that ticket will be put back into the bucket. So just like last time, a person that only donates $1, can still possibly win a prize.

Hope that makes it a little more clear.
