Because the collective "We" (normal forum participants including moderators) does not have the ability to ban him. As I understand it Goob is the only one with banning powers. Obviously it hasn't been evident to Goob at this point that banning is a necessary step again or he is simply unaware of Chinny's shenanigans since creating the loudblazer02 username.
