Yes, these can be reconed. Just about anything can be, the question is always is it worth to recone...I have done no research on these motors but I'm sure they would make for some nice custom drivers. For now though, they work just ugly surrounds lol.

Those BK scopes were aimed at the TV repair shop market. Notice the triggering options for TV sweep rates. I had one back in the 70's when I did that kind of work.
