At one time this was the place to come to for actual car audio discussion and I'd like to see it return to that, but it seems nobody else does...

Ban the IP, report it to the hosting company. With enough occurences they will drop him. Just keep doing that for every service provider he decides to log on with. Eventually he will run out of service providers. Might take awhile, but its about all you can do. Ip's are easily changeable so an IP ban wouldnt really do much but be a nuisance.
