That's not being wrong or breaking a promise; he just wasn't being literal.

You know, that time when I ran for president and made a bunch of campaign promises.

And then kept none of them when I got elected.

Because, you know, no one should ever take a campaign promise literally. Why would you ever believe a person running for POTUS would tell the truth?
