What's the purpose of having a filter if even the mods get around it?

The filter makes google happy. Google pays money to goob for ads. Then goob is happy and the site keeps running.

LOL. IP addresses are transient. One day you can have it and the next day some guy down the block will have it. You can filter a mac address but that can be spoofed or they can use a different machine or even just change a NIC . You can ban a subnet but that will block everyone from that geographical area and all youd have to do is change ISP. You can ban a username but we all know people can use an alias.
