I think you're right.

It depends on many factors whether or not you get a clipped signal. Output voltage from the head unit is probably one of the main ones. A very high output voltage from the HU might cause signal to clip at for example 6 or 8 on the amp's gain knob. Whereas low output voltage from the HU might cause signal to clip at 10 or not at all.

it boils down to the amp will clip when set too high

measure it, test it, set it right, somehow, any way you can.
