overall when runnning on less than rated power, what subs will perform better? box will be tuned to ~21hz for HT use and power will be ~75W per sub until i can get my amp replaced or fixed.

Both should do well. 75w is more then enough to get them moving. I also have w pair of bnib id8v3's ill sell cheap

I just read this an I am curious why you are tuning the box so low with 8" subs. Just a question. Thanks.

due to the space i have available 8's are all i can really run unless i want to run a pair of 6.5 subs in each location. the enclosure is for my Home Theater settup, thats why its tuned so low. and before i spoke to an ID tech guy i was going to tune the box to ~17hz, but with his help i was able to gain some woofer space and get a bit of a peak from 23hz down to 18hz(the fun REALLY starts below 15 hz, but oh well).
