I had some neighboors like this. Their son would be in his driveway cranking the system in his car all the time. That didnt bother me or my parents. It was when his mom came across the street and complained to me that my home stereo (in my house not in the driveway with the windows open) was too loud at 2 in the afternoon on a saturday.
