Audiopipe coil scratching?

I bought a cheap woofer in the summer just to get some bass in my car. I was really impressed what only $75 got me. It was -20 last night and I was listening to some music, and my bass went flat. I looked in the trunk and found that my fuse on my dist. block blew. I replaced it todya and while I was back there I noticed a "flapping" noise coming from the woofer.

I took it out and smelled something a little burnt.

Put a DMM on the coils and one read 3.2 and the other a solid 4. The woofer is 4+4DVC

Hooked it up to a 9volt batt and the thing barely threw. I assume one of the coild burnt to the point of unwinding and is what is making the scratching noise.

What I want to know is...

1) is there anyway to make sure its dead beyond what I've already tried?

2) why did the fuse on my dist. block blow?

3) why didn't my amp go into protect?

3.2 doesnt really seem like a bad reading.. usually whe measuring with a dmm it will read slightly lower than the nominal rating.. but odds are the coil might of come unwound.. you can usually tell by just looking at it if you can see it.. or if you press down lightly on the cone you can hear it scartch,.. just make sure when you press it down to press it down even from both sides cause if you push it down from one side almost any voil coil will rub a little from the uneven pressure you're making

but if you hooked up a 9volt and it barely moved.. i can almost garentee the coil came unwound.. same thing happened to one of my mids

 
amp may have flips out and shorted. not all amps need to go into protect in order for them to **** up.

i has a soundstream pca2000d go bad and send D/C signal into my sub and it never went into protect.

i guess test the sub in another amp/stereo. then test the amp on another sub and see if anything odd happens.

the point your at right now you may need to test everything.

The 3.2 really throws me, because I assumed it was going to be way off the scale if the coil unwound. I really think that's what happend.
