Amp causing subs to make a popping noise

For some reason, without even playing music(completely muted) it just makes a *pop* *POP* *pop*. I have to press the breaker button on my battery(in place of an inline fuse) to get the popping to stop. Subs and new, amp is new, don't know why it's making this noise.
