welcome to the us congress. its not just democrats, every representative wants to be able to go back home to their constituency to talk about all they've done for their voters.

i'm sure there are bad republicans, but nancy pelosi and the dems wrote this bill. almost every single republican voted against it. i'm sure some of that was political image for their base, but this bill lies almost exclusively with the dems. we'll see how it goes.
